It's likely in Solstheim. These quests select the location randomly, and most often will not be in Solstheim, but should it end up in Solstheim, the map marker will not be visible until you travel to Solstheim.
You can also ask Elizabella for a new Thief location, or Nocturnal for a new Spit or Maiden location.
